
CELORON, NY – Chautauqua County officials today announced plans to move forward with Phase 3 of the South & Center Chautauqua Lake Sewer District (SCCLSD) expansion, marking the final stretch in the decades-long effort to establish public sewer service around the entirety of Chautauqua Lake.
Phase 3 will extend public sewer infrastructure from Point Chautauqua to Midway State Park, effectively closing the remaining gap and completing the system connection around the lake’s south and northern basins.
County Executive PJ Wendel called the announcement one of the most significant infrastructure advancements in recent county history. “From day one, completing public sewer around Chautauqua Lake has been one of my top priorities,” said Wendel. “For years, we’ve talked about installing that ‘golden pipe’ to connect the system ends — and now, we’re on the verge of making it a reality. This investment protects our environment, supports our tourism economy, and ensures that future generations can enjoy the beauty and integrity of Chautauqua Lake. I am grateful to Governor Hochul and our state partners for recognizing the importance of this project and providing the critical funding to move it forward.”
This transformative project has been made possible in large part by a $17,795,000 New York State Water Infrastructure Improvement (WIIA) Grant, awarded through the Environmental Facilities Corporation on behalf of Governor Kathy Hochul. The funding will significantly offset eligible project costs and ensure the continued protection of water quality in the Chautauqua Lake watershed.
“This is the moment we have been working toward,” said Thomas Walsh, Director of the South and Center Chautauqua Lake Sewer District. “Phase 3 represents the final link in a system that will protect Chautauqua Lake for generations. With the support of New York State and our local partners, we are advancing critical infrastructure that reduces nutrient loading, replaces aging septic systems, and strengthens the environmental health of our community.”
The sewer district expansion has been in development for decades, with renewed momentum over the past several years. Phase 2, currently underway, expanded service along the west side of the lake and set the stage for this final phase of construction.
Karen Rine, South and Center Chautauqua Lake Sewer District Board Chair, emphasized the significance of this milestone. “This project is the result of persistence, teamwork, and a shared commitment to safeguarding our lake. Completing the connection from Point Chautauqua to Midway State Park fulfills a long-standing vision. We are proud of the dedication shown by our director, staff, board members, and partners who have worked tirelessly to make this possible.”
Chautauqua County Legislature Chairman Pierre Chagnon noted the broader impact of the expansion. “Major public works projects like this require determination and sustained support at every level of government. Finalizing public sewer around Chautauqua Lake will fulfill the goal established by County Executive Horrigan in 2013. This is a historic achievement that will improve water quality, strengthen property values, and support the long-term vitality of our lake communities.”
The Environmental Facilities Corporation will work closely with County and Sewer District officials as the project advances toward execution of a formal grant agreement and construction milestones. Work on Phase 3 is expected to proceed following final design, permitting, and financing approvals.
Upon completion, the expansion will represent a generational investment in infrastructure, environmental protection, and the continued stewardship of one of Chautauqua County’s most treasured natural resources.
