FAA Veteran Named Deputy Director of Airports for Chautauqua County

ELLICOTT, N.Y. — Chautauqua County has appointed aviation veteran John Machemer to lead its airport operations as Deputy Director of Public Facilities – Airports, overseeing the management and strategic direction of both the Jamestown (JHW) and Dunkirk (DKK) airports.

Machemer, a longtime county resident, began his aviation career at the very airports he will now manage. He worked early on as a ramp technician at both locations before becoming a certified flight instructor, corporate Learjet pilot, and regional airline captain. He later held leadership roles with the Federal Aviation Administration, including as a Lead Air Carrier Principal Inspector and Front Line Manager, where he supervised safety and compliance for commercial air carriers.

"I am incredibly honored and excited to return to the Chautauqua County Airport as its new manager," Machemer said. "This is where my aviation journey began, and I’m deeply passionate about its continued success. I look forward to working with the county, airport staff, and the community to ensure our airports provide safe, efficient, and valuable services for Chautauqua County. Together, we’ll partner with residents and the local business community to capitalize on the airport’s strategic location near major highways and rail corridors—promoting regional economic development, supporting general aviation, corporate travel, and exploring opportunities for new airline service at JHW. Our goal is to strengthen these airports as vital gateways for tourism and commerce in Western New York."

In his new position, Machemer will oversee daily airport operations, long-term planning, and coordination with federal and state aviation authorities. He will also play a key role in leveraging the airports’ location along major highway and rail corridors to support regional development and tourism.

County officials praised the appointment, highlighting Machemer’s depth of experience and local roots.

“John’s return is a win for Chautauqua County,” said County Executive Paul M. Wendel Jr. “He brings an exceptional mix of technical knowledge, regulatory leadership, and deep familiarity with our airports. We’re confident he’ll help position both Jamestown and Dunkirk as valuable economic assets for our region.”

Tim Card, the county’s Director of Public Facilities, said Machemer’s appointment comes at a critical time for local aviation.

“John’s experience spans every level of the aviation industry—from ground operations to FAA oversight,” Card said. “He understands the challenges and opportunities ahead and has the leadership skills to guide our airports into the future.”

Machemer officially assumed the role in June 2025.
