NYS Lead Rental Registry Program is a proactive inspection effort to address the leading cause of childhood lead poisoning in Communities of Concern throughout NYS. The 14701 zip code in Chautauqua County, NY is our target area.
NYS Public Health Law (PHL) S1377 will require landlords of qualifying rental units to remove sources of lead exposure, such as peeling and chipping lead paint and dust.
Regulations will require that:
- Landlords follow Lead Rental Registry Requirements for Property Owners and register eligible properties to the LeadSafeNY data system as per New York State Guidelines
- Pre-1980 housing with two or more rental units are inspected every 3 years and documented as free of lead paint hazards before they can be issued a lead safety certification.
- Landlords must oversee prompt cleanup and lead safe repairs when hazards are identified. Compliance will be tracked, monitored, and enforced.
Final regulations are expected to go into effect November 2025.

Landlord Rental Registry Responsibilities
Landlords of properties in the 14701 zip code will be required to register all pre-1980s built properties to the LeadSafeNY database and obtain certificates of lead safety in all qualifying rental units by participating in a proactive and periodic lead inspections. Inspections may be attained by an EPA certified third party, but the County will be offering inspections as well. Landlords are required to remediate any and all identified lead hazards.
Participation is mandatory, regardless of whether children are present at the property.
